Homelessness and Limited City Services Capacity

Speakers and staff repeatedly connected the park conditions to homelessness, noting the city is down to one Homeless Liaison Officer, cut 30 positions citywide, and runs a $2.2 million structural deficit. Outreach is offered, but many occupants refuse services, and neighbors worry problems will simply move to other parks and neighborhoods.
